Türkiye's relations with Pakistan have been shaped on the basis of close friendship and brotherhood since the establishment of Pakistan as an independent state on 14 August 1947.

The support of the Muslims in the South of Greater Eurasia to the Turkish War of Independence has a special place in minds. Struggle for independence and the success of establishing a modern state of Turkish people have also been a source of inspiration for the people of Pakistan.

After the establishment of Pakistan, friendly relations were developed through high-level visits, while the two countries' support for each other in the most difficult times such as natural disasters enabled these close relations to be established at the level of the peoples. The relations between the two countries have been institutionalized through the mechanism established as the High Level Cooperation Council in 2009 and later raised to the level of the High Level Strategic Cooperation Council (HLSCC).

The seventh High-Level Strategic Cooperation Council (HLSCC) meeting was held in Islamabad on the occasion of the visit of our President to Pakistan on 12–13 February 2025. Within the framework of the 7th HLSCC meeting, in addition to interdelegation talks, our President met with President Asif Ali Zardari and Prime Minister Shehbaz Sharif, and attended the Türkiye–Pakistan Business Forum organized by DEİK. A total of 27 documents, including the joint declaration of the HLSCC, were signed.

Under the HLSCC mechanism, the number of documents signed with Pakistan has reached 100. These agreements, concluded across a broad range of fields, not only reflect our multifaceted and strategic brotherly relations, but also demonstrate the shared determination to place these relations on a strong institutional and contractual footing and to further develop them effectively. Türkiye and Pakistan also support each other on international platforms.

Reciprocal high-level visits continue to make significant contributions to the development of relations between Türkiye and Pakistan. In this context, our President paid an official visit to Pakistan on 16–17 November 2016. Our President also attended the ECO Summit held in Islamabad on 28 February–1 March 2017. Prime Minister Shehbaz Sharif attended the inauguration ceremony of our President on 3 June 2023.

Prime Minister Sharif also paid official visits to our country on 22–23 April 2025 and 25 May 2025, accompanied by high-level delegations, and was received by our President. Most recently, Prime Minister Sharif visited our country to attend the 5th Antalya Diplomacy Forum held on 16–18 April 2026, during which he met with our President.

Over the past year, our Minister has visited Pakistan on three separate occasions. During these visits, he was received by Prime Minister Sharif and held numerous meetings, particularly with Deputy Prime Minister and Foreign Minister Ishaq Dar, as well as Chief of Army Staff Field Marshal Asim Munir. Likewise, over the past two years, our Ministers of Energy and Natural Resources, Transport and Infrastructure, National Education, Interior, Trade, and National Defence have visited Pakistan on various occasions, during which important and concrete steps were taken toward the further enhancement of our bilateral relations.

The third Meeting of the Speakers of Parliament of Türkiye, Azerbaijan, and Pakistan was held in Islamabad on 12–14 October. The meeting proved useful in addressing regional and global developments, as well as issues concerning the common interests of our countries, and in exploring ways to extend the trilateral cooperation mechanism to interparliamentary cooperation. At the conclusion of the meeting, the “Islamabad Declaration” was signed.

Our country’s bilateral cooperation with Pakistan, drawing strength from deep-rooted bonds of brotherhood, continues to advance in all fields, particularly in defence, energy, trade, transportation, and information technologies.
