Turkey-Pakistan Relations, 17.01.2022

Türkiye's relations with Pakistan have been shaped on the basis of close friendship and brotherhood since the establishment of Pakistan as an independent state on 14 August 1947.

The support of the Muslims of the subcontinent to the Turkish War of Independence has a special place in minds. Struggle for independence and the success of establishing a modern state of Turkish people have also been a source of inspiration for the people of Pakistan.

After the establishment of Pakistan, friendly relations were developed through high-level visits, while the two countries' support for each other in the most difficult times such as natural disasters enabled these close relations to be established at the level of the peoples. The relations between the two countries have been institutionalized through the mechanism established as the High Level Cooperation Council in 2009 and later raised to the level of the High Level Strategic Cooperation Council (HLSCC). Sixth Session of HLSCC meeting was held in Islamabad on the occasion of the visit of President of the Republic of Türkiye to Pakistan on 13-14 February 2020. President Recep Tayyip Erdoğan met with President Dr. Arif Alvi and Prime Minister Imran Han, addressed the Senate-National Assembly joint session and attended the Türkiye-Pakistan Business Forum organized by DEIK. On the occasion of the visit, 13 documents were signed, including the HLSCC Joint Statement and the Strategic Economic Framework (SEF), which is the outline for bilateral economic relations.

The number of documents signed with Pakistan within the scope of the HLSCC mechanism has reached seventy-three (73). These agreements in a wide range, are not only an expression of our multifaceted relations, but also reflect the common will to develop these relations effectively by placing them on an institutional and contractual basis. Türkiye and Pakistan also support each other on international platforms.

Mutual high-level visits contributed significantly to the development of bilateral relations. In this context, President of the Republic of Turkey paid an official visit to Pakistan on 16-17 November 2016 and also attended the ECO Summit held in Islamabad between February 28 and March 1, 2017. The President of the Islamic Republic of Pakistan at the time, Memnun Hussein, attended the inauguration ceremony of President Erdoğan, held on 9 July 2018. President Dr. Arif Alvi attended the opening ceremony of Istanbul Airport held on 29 October 2018, and also participated in the launching ceremony of the first of 4 MİLGEM corvettes exported to Pakistan, held in Istanbul on 15 August 2021.

Prime Minister Khan paid an official visit to Türkiye on 3-4 January 2019, upon the invitation of President Erdoğan, and was received by him. On the occasion of his visit, Ministers of Foreign Affairs of two countries also held meeting.

Minister of Foreign Affairs, Mevlüt Çavuşoğlu paid an official visit to Pakistan on 13-14 September 2018, was received by Prime Minister Imran Khan and met with Chief of the Army Staff General Qamar Javed Bajwa. In addition, Minister paid an official visit to Pakistan on 12-14 January 2021, and within the scope of the visit, President Dr. Arif Alvi presented the "Hilal-e Pakistan" to Minister Çavuşoğlu. Within the scope of the aforementioned visit, Minister Çavuşoğlu met with Prime Minister, Minister of Foreign Affairs and Chief of Army Staff. “Memorandum of Understanding on the Status and Operations of the Turkish Maarif Foundation” was co-signed by Minister Çavuşoğlu and Federal Minister of Education, Shafqat Mahmood. Minister Çavuşoğlu also visited Karachi, where he laid a wreath at the monument of Pakistan's founding leader Muhammad Ali Jinnah, met with Sind Province Governor, Imran Ismail and Pakistani business circles, and officially opened the new building of Consulate General of Türkiye in Karachi.

The first Türkiye-Azerbaijan-Pakistan Trilateral Foreign Ministers Meeting was held in Baku on 30 November 2017. The second of the meeting was held in Islamabad on 13 January 2021, and as an outcome of the meeting, the "Islamabad Declaration" was signed in order to increase regional cooperation opportunities.

Minister Çavuşoğlu visited Pakistan on the occasion of his participation in the 17th Extraordinary Council of Foreign Ministers Meeting of the Organization of Islamic Cooperation (OIC) on the Humanitarian Situation in Afghanistan held in Islamabad on 18-19 December 2021. He made a speech on behalf of the countries of the OIC Asian Group.
